According to statistics from the Ministry of the Interior, as of June this year, foreigners, foreigners and Chinese, Hong Kong and Macao spouses who applied for naturalization or obtained residence permits in China exceeded 5,489,952, and the number of new residents also exceeded 50,000. It accounts for 2% of the population of Taiwan, and the new residents have become the fifth largest ethnic group in Taiwan.
According to the statistics of the Ministry of the Interior in July, the aboriginal population is 569,008, and the laws protecting the aborigines have 12 such as the Basic Law of the Aboriginal People, but there is no special law for new residents, but scattered. In the relevant laws such as the "Importing and Immigration Law", the draft Basic Law of the New People and the draft of the New Economic Immigration Law are still lying in the Legislative Yuan.
The problem of new residents has become so large that individuals can propose the following solutions:
1. To promote the "Regulations of the New Residents' Coordination Committee of the Executive Yuan" to the "Secondary Organs of the New Residents' Committee of the Executive Yuan" to handle new residents' affairs rather than long-distance carriages.
2. Replace the Special Revenue Fund of the New Residents Development Fund with the New Residents Committee with a statutory budget. The new resident's budget should be prepared by the New Residents Committee with a statutory budget. It should not be a special fund and should be downsized by the public budget. influences.
3. The Nationality Law shall protect the right to reside in Taiwan for non-national "Black Baby". The Immigration Department has accumulatively received 754 non-national newborns from the end of June to the end of June this year. The number of unemployed migrant workers or untrue persons is 754, but the unofficial figures are nearly 20,000. Children of the country and the household registration, the school cannot be on, and the health insurance cannot be seen. China should expand the scope of application of "personalism and territorialism" and amend Article 2, paragraph 1, paragraph 3 of the Nationality Law: "Being born in the territory of the Republic of China, parents have no test, Anyone who is stateless or one of the parents who has no test or statelessness may apply for nationality or naturalization."
Fourth, strive for the equal rights of foreign spouses and mainland spouses. The foreign spouse and the mainland spouse are still not consistent in terms of their rights.
