The death of a super store clerk, the workplace should draw up a riot plan and drill in advance

2021-11-22 00:24 United Daily News / reporter Cai Yiqian, Lin Bohua, Yang Zhanhua / online report

The Taoyuan supermarket clerk persuaded customers to be stabbed to death without wearing a mask. Scholars believe that the industry should draw up a "workplace anti-riot plan," and even consider additional security mechanisms such as barriers or sufficient personnel at night to strengthen the education and training of employees. If the situation is not so good, you must know how to avoid harm and not suffer immediate losses. It is also recommended that the government revise the occupational safety and health law, and even set a special law to protect night shift workers who are at high risk of workplace violence.

The University of Iowa’s “Injury Prevention Research Center” conducted a study in 2001. Convenience store employees, taxi drivers, security personnel, and small family retail stores are at higher risk of exposure to workplace violence with “criminal intent”; Customers who have cash transactions, work late at night, or work alone are at the highest risk of harm.

The Ministry of Labor also investigated in 2010. The risk factors of workplace characteristics include night shifts and shift work, high time pressure, and high physical load.

Shu-Lung Yang, a distinguished professor and director of the Crime Research Center of Chung Cheng University Department of Criminology, believes that companies should strengthen employee emotional quotient training (EQ) to prevent employees from overwork, otherwise they will easily conflict with customers, and formulate workplace riot prevention plans, drill in advance, and let Employees know how to deal with self-protection in the face of violent conflict.

Jui-Lung Cheng, a professor in the Department of Criminology and Dean of the School of Education of Chung Cheng University, said that it is a routine of life to make joint production and wear masks. The shop assistant reminds or even corrects that there should be nothing wrong. The industry cannot stop the customers from coming. It’s not too good to know how to "avoid harm" and hide in the storage room or office for help.

He said that "without wearing a mask and quarreling" and "killing a shop assistant with a knife" should be two separate incidents. The suspects are most likely to have emotional control, mental health and other problems, or suffer a lot of pressure. The exact reasons need to be clarified.

Wang, Po-Chi, associate professor of the Department of Criminal Justice of Ming Chuan University, pointed out that the criminal mentality of a man surnamed Jiang can be speculated by using the "daily activity victimization theory" in criminology and the "common frustration attack hypothesis" in psychology.

The theory of daily activity victimization is divided into three aspects: "motivated criminals", "appropriate subject matter" and "absence of those who are capable of monitoring". The motivated offender said that the man surnamed Jiang was in poor physical and mental condition, and the suitable subject was the helpless and victimized shop assistant surnamed Cai, who went to work alone. The absence of the capable monitor represented the sparsely populated scene at 5 o'clock in the morning. The frustration attack hypothesis is that Jiang may be dissatisfied with the society because he is tired of the world and cannot find a job, so he will be angry with the shop assistant surnamed Chao Cai.

Wang, Po-Chi said that minor things in life, such as traffic jams that cause driving intolerance, get out of the car to fight when other passers-by jump in the queue, and fight long-term unemployment or unstable mental and physical conditions will increase attacks on others. He believes that the occupational safety law mainly damages the interests of employers and laborers. It is recommended that the government amend the law to include the part of employees who are illegally infringed in the workplace, and even set a special law to protect high-risk professional night shift workers, so as to make up for it as soon as possible.
