Political infiltration system the police have no autonomy

In the past few days, there have been several police disputes and disturbances have continued. The Zhongli police interrogated female teachers. The police were subject to "improper inspections and poor training"; the black-clothed men in the Songshan Precinct smashed the police station, and all walks of life speculated that there were political issues and police personnel issues behind the case; "The Cockroach Rebellion", before the facts have been clarified, the relationship between the underworld and the police has been made a big fuss.

While society is using these incidents to attack the police, the Legislative Yuan is reviewing the " Anti-stalking Legislation," which shows that when a police problem occurs, everyone scolds the police; when social problems need to be resolved, everyone calls the police.

Lack of a culture to justify the policy
When this law was proposed in November last year under the name "Entanglement Crime Prevention and Control Law," it was accused by related groups of lack of sincerity. As a result, the police once again received political guidance and changed their policies. There was no consensus on the scope of harassment, and some members requested a relaxation of the definition. The police department’s reasoning that the law’s scope is too wide and would exclude normal public security services does not seem to be of concern to relevant groups. It seems that after this law is passed, other laws that overlap with this law will add to the problem of police stations that were already overwhelmed.

These problems reflect that the police culture derived from the characteristics of work is transnational and trans-societal. Studies have pointed out that the street police are at the most basic level of the social and public service system. Pressure from the chief, politics, and the media makes them look for outlets for spiritual venting, thus creating a collective that "susceptible alienation and armed authority" to the outside world. Psychologically, by observing the above incidents, we can understand the behavior of street police. On the other hand, the management culture of the police is a typical bureaucracy, which emphasizes class obedience, and inevitably hurts professional development and affects everything. In the police organization, there has always been a lack of civil servants as the agent of policy defense.

Why is it so? In Taiwan, we can find the answer from the phenomenon of interaction between the police and all walks of life. First of all, when the police and the citizens have banned conflicts, the public opinion led by the human rights concept symbolizes that the police with high administrative power are often criticized; second, in the interaction between the police and the media, the police know that "the police behavior reported by the media is more than the actual behavior of the police. It is important.” Therefore, good media public relations are often questioned by the outside world, especially the interaction between the media tycoons and the police decision-making class.

Furthermore, in the interaction between the police and other government departments, politicians always regard the police as having a higher coercive force, and because the police lack a subjective culture for policy defense, the police always do more, have fewer resources, and have a system of annual reforms. The police rights and interests that were sacrificed are proof.

From the observation of the interaction between the police and social organizations, the members of non-profit organizations that seem to be public welfare organizations have served as government officials after the ruling party has the resources, which clearly shows the political nature of Taiwan's social organizations. Yes, human rights, the media, the government, and organizations all have political involvement. Politics is above police organizations, and the penetration of these mechanisms has a profound impact on police organizations and individuals.

The criticism and expectations of the outside world seem to think that the police can decide themselves. The logic is simple and joyful. But thinking about it again, the police seem to have the helplessness of "people are in the rivers and lakes, and they cannot help themselves." The term "police" in the research method of formulary is a dependent variable, which is determined. What about independent variables? Who can decide the police? I said earlier.
