Keelung Ruifang, a 34-year-old man surnamed Jane, drove a stolen van on the evening of February 29, speeding up the collision with the duty desk of the sub-station. Su Yuhong, a male policeman, was killed and another female policeman was injured, and then Jane was killed by a train. Crime prevention experts admit that Jane's behavior is like a "lone wolf attack" by the Japanese Self-Defense Force, and some criminals will psychologically "kill themselves", mainly because they will regain their souls after hurting others, and their conscience will be uneasy and they will choose to die together.

Wang, Po-Chi, an associate professor of the Department of Criminal Justice of Ming Chuan University, pointed out that Jane needs to clarify whether Jane was experiencing auditory hallucinations and delusions when she collided with the police station. For example, if she used amphetamines, she might have visual disorders and other symptoms.

"lone wolf attack" may cause guilt after killing.
Wang, Po-Chi mentioned the incident in which a gravel truck collided with the presidential palace 10 years ago, and said whether Jane had an old grudge, felt unfairly treated, and thought that the police had mistreated him? If Jane's drug habit is added, is it due to psychological factors and drug habit that she collided with the police station? "Maybe Jane himself didn't want to live, such as the" lone wolf attack "of the Japanese Self-Defense Force, which just collided with the police station, these problems need to be clarified."

"Lone wolf attack" usually refers to a single person planning and executing violent attacks. Some lone wolf attacks are motivated by emotional out of control and personal revenge, which is difficult to prevent or find. Some criminals will "kill themselves" psychologically, mainly because they "come back to their souls" after hurting others, find that they have a bad conscience and feel guilty, and choose to die together.

In addition, many government agencies are located at intersections or crossroads. For example, the presidential palace is a crossroads. Wang Boqi suggested that the police should set up necessary protective measures, such as setting up iron columns and stairs during construction, at least to cushion against accidents, which can also promote crime prevention.

The most famous case is that a gravel truck crashed into the presidential palace when a public institution was hit.
Driving a vehicle into a public institution, the most famous one is that at 4: 55 am on January 25, 2014, a man Zhang Dezheng drove a gravel car into the presidential palace, which was the most serious offensive Wei 'an incident after the Republic of China moved to Taiwan.

At that time, Zhang Dezheng drove a 35-ton gravel truck across Chongqing South Road along Ketagalan Avenue, stepped on the accelerator and rushed directly into the presidential palace. The vehicle directly passed through the car stop post in front of the presidential palace and the middle-level tiger gate, rushed up the steps and crashed into the gate and car hall. Fortunately, the gendarme who was in charge of guarding at that time pressed panic button, closed the bulletproof door of the car hall and blocked the gravel car, which was only about 20 meters away from the president's office, and then Zhang Dezheng was sent to the hospital for emergency treatment.

After waking up, Zhang Dezheng said that because of marriage, judicial decisions and other issues, negative thoughts appeared, and the Tai Po incident, Hong Zhongqiu incident, passport privilege incident and Lin Yishi's bribery case occurred in Taiwan Province at that time, which made him dissatisfied with the society. He even thought that the speech of then President Ma Ying-jeou was out of touch, so he planned to commit a crime. He also visited the presidential palace, the relevant route and time. He once said, "I don't want to affect others. If I collide with the presidential palace and cause casualties, I will wholeheartedly seek death."

Doctor: Drug abuse and antisocial characteristics may be the main reason.
Jane's mom and dad came forward and choked and said, "I'm sorry, the police. My son was wearing underwear and rushed out of the house with a loud cry. The Director of Police, Huang Mingzhao, also confirmed that, according to the preliminary investigation, the suspect had a drug abuse record and was suspected to have auditory hallucinations and hallucinations. He went to the hospital in February this year, but the observation period of mental assessment took three months. Whether he suffered from physical and mental diseases still needs further judgment by professional doctors.

Cai Jiafang, a psychiatrist of New Taipei United Medical Association, said that sometimes patients' mood fluctuates greatly due to mental condition and drug use, and drug use will even damage the central nervous system, causing auditory hallucinations, delusions of victimization, and antisocial personality. Even when they see a doctor, they have encountered patients who suddenly take out art knives.

She said that people who usually use drugs will be impulsive and disobedient to the system, and they will not have empathy when they hurt others. Coupled with anti-social characteristics, this may be the reason for this accident.

Psychiatrist Yang Congcai said that drug addicts, especially the use of amphetamines, will cause mental disorders in clinic. Because amphetamines make dopamine in the brain secrete abnormally, hallucinations and delusions will occur. The situation is exactly the same as that of thinking disorder. The auditory hallucinations that may be heard are sometimes imperative and critical. In clinical cases, the patient went to the supermarket with scissors and told the clerk to call the police quickly. Finally, it was found that someone was chasing him and trying to kill him because of hallucinations. "He thought it was safest in prison" and asked the clerk to call the police.

Revising the Health Law, Grasping Community Risks, and Forcing Medical Treatment
Yang Congcai suggested that in order to avoid the recurrence of similar situations, in addition to the patient's own "sense of illness", family members should also help the patient to seek medical treatment and use drugs to control the disease. In addition, at present, the mental health law is aimed at some cases in the community, such as those who are unwilling to receive treatment because they have no sense of illness. Although there are public health nurses in the community to visit the cases, they are not close enough. For example, cases that have just been discharged from the hospital need to be visited once a month, and the cases will be closed after two to three months to six months. However, drug abuse cases will become more serious because of drug abuse, which will affect the mental state. Public health nurses may not be able to detect the abnormality. This kind of case is very troublesome.

Therefore, the Mental Health Law aims at this amendment, which is now to be promulgated and implemented by the President after the third reading. It is expected to be on the road by the end of this year. After the implementation, as long as the community finds cases of self-injury, no sense of illness, drug use and self-mutilation suicide, it can be forced to accept the assessment after being notified by the head of the department or the police, so as to strengthen the strength before the problems appear and grasp the potential problems between communities earlier.
