Teacher Wang, Po-Chi was interviewed by United Daily News : 66% of New Taipei Cameras are from the private sector and often assist in handling cases

There are 82000 sets of cameras in New Taipei City, but the number of cameras that the New Taipei City Police Station can independently control is only 28000, accounting for 34%. They often rely on the help of private cameras to solve cases. The police station should increase the number of cameras and establish incentive mechanisms to enhance the willingness of police civilian cooperation. The police responded that from this year until 2027, an additional 3254 sets of cameras will be added.
A senior member of the Eagle Eye Group for Cameras at the New Taipei City Police Department said that no matter how many cameras there are, there will be blind spots. Based on privacy considerations, it is impossible to set them up extensively. The images of civilian cameras can certainly help maintain public order. If there is a relevant reward mechanism, it can naturally enhance the willingness of the public to assist in providing visual aids.
Another police officer stated that it is a bit strange to compare the number of private cameras and public equipment. The public is set up for security and transportation purposes, while the private use is mostly for monitoring or recording, and it is difficult to simulate different settings.
City Councilor HUANG,HSIN-HUA questioned that New Taipei can use over 82000 cameras, but 66% rely on the public to voluntarily and freely provide police station use. If it is a minor traffic accident or theft, the public can refuse to provide footage to the police, unless it is a serious injury accident or a case involving more than 5 years in prison, the police can forcibly obtain footage.
HUANG,HSIN-HUA suggested that since we want to cooperate with the public, we should establish a reward mechanism. Taipei City has relevant experience, and Taoyuan also followed up in August this year. The existing mechanism in New Taipei only rewards police officers who negotiate cooperation with police and civilian cameras, rather than those who provide camera images. The reward content should be revised to enhance the willingness of private cooperation.
The police station stated that there are currently 27974 sets of cameras, and from this year until 2026, there will be an annual increase of 650 sets. In 2027, 654 sets will be set up, and the total number of cameras is expected to reach 31228 by 2027.
Since 2019, license plate recognition systems have been gradually established, and as of August 23 this year, 6101 vehicles have been put into use. Through the artificial intelligence license plate recognition function, the retrieval and case handling time can be significantly shortened.
LIN,HUA-WEI, the chairman of the Village Leaders Exchange Association in New Taipei City and the head of Baishou Village in Banqiao District, stated that although the cameras in the police station are repaired by fixed manufacturers, there are still occasional problems with their adequacy. He suggested that the cameras be gradually replaced with new ones to strengthen maintenance quality.
Wang, Po-Chi, an associate professor of the Department of Criminal Justice of Ming Chuan University, believes that urban areas rely on cameras to avoid blind spots in the images, and there is still a need for civil cooperation. He suggests conducting a comprehensive health check on whether the camera location is appropriate and setting up contact windows proactively, so that the public can actively cooperate with the police station to discuss the installation location, shooting angle, and scope, which is a win-win solution.
