Digital telecommunications fraud is rampant around the world, and the governments of many countries have resorted to "heavy measures" to fight fraud from the source. Singapore has launched a "SMS sender identity registration system" so that the public can identify the authenticity of SMS at a glance; the Macau government has installed a face recognition system in automatic teller machines (ATMs) to combat money laundering and fraud. On the other hand, Taiwan, which values human rights, the rule of law, and personal privacy, cannot use heavy codes in troubled times. What is the next step in anti-fraud? " The Joumalist" specially produced the special feature "Island of Fraud", which deeply explores the causes, effects and solutions of the endless fraud cases in Taiwan. Frauds are rampant in Taiwan, which is abhorred by the people of Taiwan. In fact, in the era of the Internet and social media, digital fraud is very serious in the world. According to the "2022 Global Fraud Status Report" released by the Global Anti-Fraud Alliance (GASA) last year, global fraud cases will increase by 10.2% compared to the previous year (2022), with a total financial loss of up to 55 billion US dollars; and with the rapid development of generative AI (such as ChatGPT, DeepFake, etc.), malicious use of disasters has appeared in various places. Scholar: The ministries and commissions are still multi-horse. The Executive Yuan promulgated the "New Generation Anti-Fraud Strategy Action Guidelines" on July 15 last year, and passed the "New Generation Anti-Fraud Strategy Action Guidelines Version 1.5" on May 4 this year. A cross-ministerial and college-level "Fraud Special Office" was established to strengthen the speed and efficiency of anti-fraud operations, and set KPIs for the four anti-fraud strategies "blocking, preventing, punishing, and detecting fraud". CHANG,CHIA-HSUN, an investigator from the Criminal Bureau who has specialized in anti-fraud for 5 years, believes that version 1.0 of anti-fraud is mainly in the integration department, and version 1.5 is strengthened. Many anti-fraud prevention and control measures are only now launched. "These things are already being done!" Wang, Po-Chi, an associate professor of the Department of Criminal Justice of Ming Chuan University, criticized. The national team was established last year, hoping to unify the authority to fight fraud. As a result, version 1.5 still seems to be a multi-horse cart, with each ministry doing its own thing. The Financial Supervisory Commission is gradually trying to manage virtual currencies, but there are still no competent authorities for currency dealers and online platforms. The government still needs to show determination to reduce fraud cases.Macau has introduced ATM facial recognition to prevent fraud, but it is not easy to implement it in Taiwan. No matter how much the police strengthen their investigations, fraudulent groups hide behind the Internet, and their methods are constantly evolving. It is hard to detect. In addition to severe punishments, countries mainly focus on "source control". For example, in Macau in 2017, in order to solve the phenomenon of riders withdrawing money, "facial recognition verification technology" was introduced in financial automatic teller machines (ATMs), especially ATMs installed in and around entertainment venues, to strengthen the identification of payees. Riders cannot use "fake accounts" to withdraw money, which greatly reduces the occurrence of fraud. "If it can be implemented in Taiwan, the situation of riders receiving money will be greatly reduced!" A Taipei police captain who has studied fraud patterns said that in order to hide behind the scenes, fraudulent groups will now buy human accounts from the public, or collect people's personal accounts in the name of high-paying part-time jobs and home-based labor, and let the victims transfer money to these accounts, and then the riders will go to ATMs to collect money. This year, the Police Administration and CITIC Financial Holdings launched a smart anti-fraud ATM. When a fraudulent account is withdrawn simultaneously, the online police will be notified immediately to interrogate the scene, expanding the prevention of people being killed. CHANG,CHIA-HSUN said that the Criminal Bureau once suggested to the FSC whether to install fingerprints and face recognition in ATMs, but the FSC considered it impossible to implement. At present, the Criminal Bureau has cooperated with Taipei Fubon Bank to build the "Eagle Eye Model" AI detection patent technology, and has successfully persuaded 12 banks to join the "Eagle Eye Fraud Detection Alliance", which can effectively identify and detect suspicious accounts and close them immediately. However, people in the police circle believe that the introduction of digital ID cards in Taiwan alone has raised concerns about security and human rights. It is too difficult to introduce "facial recognition verification technology" into ATMs. Moreover, "people use online banking and line pay to transfer money. Who will go to ATMs to withdraw money?" In fact, the "big fish (mastermind)" behind it is still out of reach, and ATMs cannot be used to prevent fraud. CHANG,CHIA-HSUN explained that the "Eagle Eye Model" AI detection patent technology is applied to various channels such as branches, ATMs, Internet banking, and mobile banking in Taiwan. It can effectively identify and detect suspicious accounts and warn customers in due course. In addition, the Criminal Bureau also found that fraudulent groups use a large number of online banking "agreement accounts" to transfer funds and remittances, which has become a hotbed for fraudulent groups. After communication, the Financial Supervisory Commission also introduced new regulations on "next day" transfers to increase the difficulty of the fraudulent group's cash flow.Singapore has a real-name system for sending text messages, and the United Kingdom plans to ban financial telemarketing . Most of digital fraud is carried out through mobile phone text messages and telemarketing. Singapore’s Infocomm Media Development Authority (referred to as the Information and Media Bureau) launched the “SMS Sender ID Registry” in March this year. In addition, the United Kingdom is also considering banning sales calls for financial products. If a phone call mentions the sale of financial products, it is considered a fraud. "Singapore's SMS real-name system, we also want to introduce it, so as to reduce fraud cases from the source." CHANG,CHIA-HSUN pointed out that Taiwan's telecommunications industry is relatively complicated. Taiwan's five major telecommunications companies are currently actively fighting against fraud, but most companies and company lines use the cheaper "second-class telecommunications" to send multiple text messages. Taiwan’s online platforms are “uncontrollable”. Fraudsters are changing rapidly, such as the spread of the epidemic, and fraudulent syndicates are changing their tactics. Most of them have now transferred to online platforms, dating software, and online banks. Minister of the Interior Lin U Chang visited Meta and Line communication software companies successively this year, hoping to establish a “red channel” to deal with fraud. CHANG,CHIA-HSUN said, "In the past, when the police unit came across fraudsters, they would hit a wall when they encountered foreign businessmen." But now Line, Facebook and other well-known companies have gradually begun to cooperate with the Criminal Bureau. The communication software Telegram, which advertises high privacy and encryption, and unknown dating software, etc., are currently the targets of fraudulent groups. A police officer from the Criminal Bureau shook his head while swiping his mobile phone and said that fraud syndicates are recruiting drivers and selling drugs on Telegram, but Telegram is headquartered in Russia. How can the police investigate who the account holder is? There is no way to find out, "you can only use fishing methods to ask the other party if you can add the line or ask the other party out, but you can only catch small coffee, drivers, etc.", the culprit is still hiding behind the Internet.With the rapid development of the Internet, fraud is spreading like an epidemic. Prosecutors and police crack down on fraud, and the courts severely punish fraudsters. No amount of severe punishment is enough to "stop the bleeding" after the event. More and more countries are starting from the "source". On the other hand, Taiwan’s virtual currency, coin trading, Internet platforms, and communication software are still three-way areas. If the government does not take care of these hotbeds of fraud as soon as possible, it will be futile to upgrade the national team’s budget and increase the budget.
