[Epoch Times, June 23, 2023] (Epoch Times reporter Chang Huairen, Taipei, Taiwan reported) A series of shootings occurred in New Taipei City in April. The gunman was a 17-year-old boy, but according to the police investigation, the case was related to gangsters, which aroused social concern about why teenagers were used by gangsters. Scholars have told the Times that the key is that teenagers lack warmth and love, but the underworld can provide them. The Criminal Bureau mentioned that because the punishment for crimes committed by young people under the age of 18 is relatively light, gangsters and gangs will also use inducements to attract young people to join.
Zhang Ruiyu, the head of the Prevention Department of the Criminal Bureau, said that juvenile delinquents under the age of 18 are subject to the "Juvenile Incident Handling Law", with a relatively light criminal responsibility. It is possible that their criminal record may also be erased after reaching adulthood, causing them to become a new person. Therefore, gangs often use this to lure teenagers to do illegal things.
Why do teenagers agree? Zhang Ruiyu pointed out that the main factor is money. In addition to luring teenagers to join, there are also some who use school students to attract teenagers with deviant behavior. He said, "If you do something big, everyone may look at you and think you are a useful person." This type of person is easily absorbed by gangs.
Which type of person is more likely to come into contact with underworld and gangs? Zhang Ruiyu pointed out three types. 1、 Family disability occurs because gangs say they are a big family, and everyone is brothers and friends. Teenagers may have the illusion of having a warm family; 2、 Academic interruption, after graduating from junior high school, without further education or employment, with a lot of time but no money, it is easy to be absorbed by gangs; 3、 Due to economic factors, after graduating from junior high school, one may not have the money to pursue further education. However, the education they received previously lacked skill training, making it difficult to find a job. Without a single skill, they were easily absorbed by gangs and engaged in illegal activities, such as shooting with a gun. There was also no technical threshold, so some teenagers were recruited as a result.
Wang, Po-Chi, an associate professor in the Department of Criminal Justice of Ming Chuan University, believes that the key may be a lack of warmth and love. It may be due to family disability, lack of warmth in the family, inability to integrate into school, or inability to keep up with academic progress, leading to helplessness and confusion. At this point, if someone is willing to accept and take in, giving them the warmth of a family, the young man will naturally approach the other person. In addition, he has also come into contact with these children in the past and found that their emotions are not stable, that is, susceptible, irritable, and more sensitive.
Wang, Po-Chi recalled that when chatting with the eight generals and leading children in the past, he found that the other party did not receive any love, affirmation, or sense of achievement at home or school. However, at the beginning of the battle, the palace and temple were also provided with food and accommodation, and even the audience would give applause. This is an experience that has never been experienced in the past, because what we have experienced in the past is a series of setbacks and failures, and the result of pushing and pulling is not difficult to understand.
