According to the statistics of the Criminal Bureau, the youth criminal population The rate is higher than that of juveniles and adults. In this regard, scholars told The Epoch Times that because teenagers may take some actions to damage their relationship with their parents in order to prove their abilities. The Criminal Bureau said that because junior high schools have higher restraint, but high school is not included in the scope of compulsory education, if there is no restraint, it is easier to lose control. Juvenile suspects are more male than female According to the statistics of the Criminal Bureau, the number of juvenile suspects (over 12 to under 18 years old) was 15,078 in 2012, including 12,940 males and 2,138 females. In 2018, there were 8,893 suspects and 7,606 males , 1,287 women, 9,627 in total in 2021, 8,207 men and 1,420 women. Wang, Po-Chi, an associate professor at the Department of Criminal Justice of Ming Chuan University, pointed out that there are several theoretical explanations for this. 1. Differences in socialization between men and women; 2. Altruistic (helping) behavior, women are more likely to adjust themselves than men, and are less likely to commit crimes; 3. It is related to childhood education or culture. Girls are usually taught not to be aggressive, but to be gentle Graceful, etc.; 4. The coercive viewpoint. Parents raise men and women differently, which may cause conflicts between boys and their parents, leading to crimes. If we look at the criminal population rate (people/100,000 population) in the past three years, there are about 700-800 juveniles, 1,800-2,000 youths, and 1,200-1,300 adults. As for the age of juvenile suspects, 15, 16, and 17 years old are mostly the top three in terms of ratio. For example, in 2020, 18.5% of 15-year-olds, 25% of 16-year-olds, and 32% of 17-year-olds; in 2021, 19% of 15-year-olds, 27.6% for 16 years old and 30.5% for 17 years old. Why are youth crime rates higher than juveniles? LIN,SHU-LI, Chief of the Prevention Section of the Criminal Bureau, said that because teenagers are protected by law, they usually de-label them and try to use counseling methods as much as possible. However, after the age of 18, they may no longer be protected by law, and the number will go up.LIN,SHU-LI pointed out that people under the age of 15 are enrolled in junior high school, which belongs to the national compulsory education, and the school has a relatively high restrictive force. When they reach the age of 16 to 18 (high school), they are not within the scope of national compulsory education. Some people will go to high school or higher vocational education. There are also some people who do not go to higher education, but are still immature psychologically. Without the restraining power of the school, it will be easier to lose control. Therefore, the most important issue for young people is still the power of the family, followed by the power of the school, and then the power of the society. It is still necessary to start by strengthening the power of the family and the school. Two Paths of Youth Delinquency Wang, Po-Chi explained it with the words of criminologist Terrie Moffitt. According to Moffitt, there are two paths. The first is "Life Course Continuing Offenders" (LCP), and the second is "Limited to Juvenile Offenders" (AL). The second type will have a peak at a certain age, and then it will drop, because of the "maturity generation gap". What is the mature generation gap? Wang, Po-Chi explained that in the past, people started working and getting married very early, and their physical and social development were basically synchronized. However, the problem in modern society is that people may be physically mature, but due to factors such as schooling, the age of entering the labor market is delayed. The gap in the middle is the maturity gap. Wang, Po-Chi said that in order to prove their ability and independence, teenagers will do things like drunk driving and stealing to damage their relationship with their parents. The same thing is punished, and finally after evaluating the pros and cons of crime, the crime situation is gradually reduced. Wang, Po-Chi also pointed out that there is another possibility of being used by criminal groups, because criminal groups will brainwash young people, saying that they are underage, so the sentence will not be too severe. From theft to fraud, the risk is low and the profit is low. As for the statistics of juvenile suspect crimes over the years, in 2012, the proportion of juvenile suspects exceeded 1%, including 29% of theft, 16% of injuries, 11% of drugs, 6.6% of hindering sexual autonomy, and 5% of fraud. %, gambling 1%, etc. But in 2021, several items have changed, such as theft dropped to 12.6%, injuries fell to 9%, and fraud rose to 17%.Wang, Po-Chi pointed out that because of the epidemic, people rarely meet each other, but in the past, traditional types of crimes, such as theft and injury, had to be done face to face. In addition, the type of crime is transforming, because stealing, injury, etc. require labor and the risk is higher, criminal groups may feel that the risk of fraud is lower, and "seems to be more profitable." Wang, Po-Chi gave an example. He once interviewed the members of the driver group with the students he supervised. Some members said, "If there is a chance to let me out, I will do it again, because it is very profitable." Because the driver may not have to do it for a whole day. Nothing, no special technique required. How does Family First Early Prevention prevent youth delinquency? LIN,SHU-LI said that in July, the juvenile assistant association will be established, hoping to take care of the teenagers in a role similar to that of a mother, while the youth team will strictly warn, and make up for the lack of family and social functions from the flexible and rigid aspects. It will be more positive and effective if friendship groups in the society can lend a helping hand and inspire young people with kind thoughts. Wang, Po-Chi mentioned that some foreign-promoted programs are characterized by taking root very early, because some serious deviant behaviors may be identified at the age of 4 or 5, which is the concept of early prevention. In addition, there are different programs for different genders, but the focus is to establish a positive relationship with family members, hoping to give priority to family, improve parent-child relationship, family system, school peers, and even develop skills. A policeman said that sometimes it is found that everyone is doing something, but problems still occur. It will be more helpful for juvenile issues if we can intervene or integrate relevant agencies early when some information or signs appear, which means strengthening horizontal connections.
