The Cultural and Educational Foundation of Grassroots Influence released a poll on May 5. 53% of the people are dissatisfied with the government's performance in combating fraud. In addition, 82% of the people think that the existing laws are too light on the punishment of fraudsters. Scholars believe that no matter how severe the punishment may be, some people will take risks and continue to cheat. The biggest problem is the people's hearts, moral values, and greed. Therefore, while moderately aggravating laws and regulations, more social and family education should also be done.
In order to understand the public's views on the performance of combating fraud, the Grassroots Influence Culture and Education Foundation recently conducted a poll and released the survey results on the 5th. Yen, Yung-Shen, the convener of the grassroots influence foundation poll, said that 53% of the people were dissatisfied with the government's performance in combating fraud, 27% were satisfied, and 20% had no complaints.
Polls also show that 67% of the public believe that strengthening the government's crackdown on fraud will help reduce fraud cases; 72% of the public agree that the proliferation of fraud crimes will cause national security problems; 82% of the public believe that the current laws in Taiwan impose too light a penalty on fraudsters; 88% of the public believe that increasing legal liability is helpful in reducing fraud cases in Taiwan.
Yen, Yung-Shen believes that the government should analyze the people who have been defrauded in the past, which ethnic groups are most vulnerable to fraud, and then provide preventive measures against these ethnic groups to avoid indiscriminate propaganda like shooting birds; In addition, stricter criminal responsibilities should also be developed to achieve the purpose of deterrence.
Professor Cheng, Jui-Lung from the Crime Prevention and Control Institute of Zhongzheng University stated that the number and amount of fraud cases in Taiwan have been increasing year by year, indicating that fraud groups have made huge profits but relatively low risks. Many young people do not understand the law and believe that they can quickly become rich with cunning techniques and ideas, thus joining the ranks of fraud. This may cause serious harm to young people's values, social stability, future life development, and health. Therefore, the government must face it carefully.
Regarding whether the current punishment for fraud is sufficient, Cheng, Jui-Lung mentioned that if the public thinks it is too light, it should be possible to appropriately increase the punishment. "However, no matter how heavy it is, there will be people taking risks, and the biggest problem is the people's hearts, moral values, and greed. In fact, whether it is the fraudster or the victim of fraud, many times it is greed that causes trouble and seeks something for nothing
Cheng, Jui-Lung pointed out that in addition to increasing criminal liability, social education and family education should also be strengthened. In addition, for repeat offenders, guardianship measures can be considered for compulsory treatment and occupational arrangements.
The digital department should become the main unit responsible for fraud
Wang, Po-Chi, an associate professor at the Department of Criminal Justice of Ming Chuan University, stated that with the rapid development of fraud methods, the government's anti fraud laws are like "riding U-Bike to pursue high-speed rail". Previously, fraud had to be done over the phone, but now, as long as words and text messages are used, there is no need to speak. He believes that the Ministry of Digital Development should be the main responsible unit, and the unity of powers is the key to government governance.
Professor Chen-Dong Tso from the Political Science Department of Taiwan University said that cracking down on fraud is an issue that is "felt by the whole people". Unfortunately, although the government has established a "National Team for Fraud", it is still unclear which unit should be responsible. He also believes that the Digital Development Department should shoulder greater responsibility and take a more proactive role in regulating online platforms.
