Teacher Wang, Po-Chi's Interview with United News Network: Survey: Half of the People Are Dissatisfied with the Government's Fraud Performance, 80% Call for Increased Criminal Responsibility

The Grassroots Influence Foundation released a survey today. 53% of the people are dissatisfied with the government's performance in combating fraud; 82% believe that the punishment for fraudsters under existing laws is too light and advocate for increased criminal liability.
The Grassroots Influence Foundation entrusted TVBS Poll Center to conduct a telephone survey from April 18 to 21. There were 1071 valid samples. Under the 95% confidence level, the sampling error was plus or minus 3 percentage points.
According to the survey, 53% of the public are dissatisfied with the government's crackdown on fraud, 27% are satisfied, and 20% have no objections. 82% believe that the current laws in Taiwan have too low criminal liability for fraudsters, while 88% believe that increasing criminal liability is helpful in reducing fraud.
In recent years, the government has established a digital development department, but surveys show that 44% of the public have no confidence in the department's performance in preventing fraud, 38% have confidence, and 20% have no objections.
Yen, Yung-Shen, the poll convener of Grassroots Influence Foundation, said that the government should carefully analyze which ethnic groups are most vulnerable to fraud, and tailor preventive measures to avoid indiscriminate propaganda. He also called for the development of stricter penalties to achieve the goal of deterrence.
Cheng, Jui-Lung, a professor of the Crime Prevention and Control Institute of Zhongzheng University, said that the fraud cases and amount in Taiwan have increased year by year, and the fraud groups have made huge profits but relatively low risks, attracting a large number of young people who want to make money quickly to invest, which has serious harm to social stability and values.
Regarding the demand for increased criminal responsibility, Cheng, Jui-Lung believes that no matter how heavy the criminal responsibility is, some people will take risks due to greed, and social education should be strengthened at the same time. For repeat offenders, guardianship measures can be considered, including mandatory treatment and occupational arrangements.
Professor Chen-Dong Tso from the Department of Political Science at Taiwan University stated that combating fraud is an issue that is "felt by the whole people". Unfortunately, although the government has established the "National Team for Fighting Fraud", it is still unclear which unit should be responsible. He believes that the Digital Development Department should shoulder greater responsibility and take a more proactive role in regulating online platforms.
Wang, Po-Chi, an associate professor at the Department of Criminal Justice of Ming Chuan University, said that with the rapid development of fraud methods, the government's anti fraud laws are like "riding U-Bike to pursue high-speed rail". Previously, fraud even required phone calls, but now they use text messages, saving even speech. He believes that the Digital Development Department should be the main responsible unit, and that "the unity of powers is the king of government governance
Professor Kuan-Chiu Tseng from the Department of Citizen Education and Activity Leadership at Taiwan Normal University called for the government to have a higher-level "strategic" plan to combat fraud, not just stay at the "tactical" level, and not always follow the scam groups.
