With the rampant fraud cases, the Executive Yuan recently proposed the "New Generation Action Plan for Combating Fraud Strategy, Version 1.5", which will actively fight fraud from four aspects: "identifying fraud, blocking fraud, blocking fraud, and punishing fraud".
However, according to the latest poll of the Grassroots Influence Culture and Education Foundation, more than 50% of the people are dissatisfied with the government's performance in combating fraud, and more than 80% of the people believe that Taiwan's existing laws are too light on the criminal responsibility of fraud offenders; More than 70% of the people are even concerned that the rampant fraud crimes will cause national security problems.
More than 50% of the Cai government's fraudulent behavior is unsatisfactory, and more than 80% believe that the punishment is too light
The survey results show that 53% of the people are dissatisfied with the government's performance in cracking down on fraud, while 40% of the people are not satisfied with the government's promotion and prevention of fraud; Up to 72% of the public agree that the proliferation of fraud crimes can cause national security problems, and even 82% of the public believe that the existing laws in Taiwan have too light a criminal responsibility for fraudsters; In addition, over 40% of the public expressed lack of confidence in the performance of the Digital Development Department in preventing fraud.
From a cross analysis perspective, regarding "political parties" and "dissatisfied with the government's crackdown on fraud", the majority of Democratic Progressive Party supporters expressed satisfaction (52%), the majority of Kuomintang supporters expressed dissatisfaction (75%), and the majority of neutral people expressed dissatisfaction (52%); In addition, regarding "age" and "dissatisfaction with the government's performance in promoting and preventing fraud", the majority of people aged 20-49 expressed satisfaction, while the majority of people aged 50-59 and above expressed dissatisfaction.
The public is indifferent to government fraud and should promptly disclose the latest fraud techniques to educate the public Yen, Yung-Shen, the convener of the Grassroots Foundation poll and professor of the Department of Computer Science and Information Management of Providence University, put forward three suggestions. First, even though the government has introduced many measures to combat fraud in the past, and the government's case solving rate is as high as 90% every year, the number of fraud cases each year is more than one year, and the amount of fraud is also more than one year, causing people to have no feelings about the government's fight against fraud, and fraud groups are not afraid, On the contrary, fraudulent behavior is even more innovative, so the government should reconsider how to effectively crack down on fraudulent groups, capture thieves first and capture kings, and whether the money that has been defrauded by the public can be effectively recovered.
Secondly, the government should promptly disclose the latest fraud techniques of fraud groups, which can be combined with civil forces, commissioned by experts and scholars to study the techniques, and proposed feasible methods to prevent the public from being deceived, and develop stricter penalties to deter illegal activities.
The third point is that in the face of the majority of the people believing that the proliferation of fraud crimes will cause national security problems, the Executive Yuan should not only establish a supervision center for investigating and combating fraud and financing crimes in the near future, but also increase publicity and education on how to avoid fraud and prevent more people from being deceived.
Fraud crimes have become a national security issue, and scholars suggest that these six agencies should cooperate across departments
Professor Cheng, Jui-Lung from the Department of Criminology at Chung Cheng University pointed out that many young people may engage in fraud due to lack of understanding of laws and regulations, personal economic needs, and employment difficulties, resulting in rapid profits. Once the trend remains unchanged, it will harm the values and social stability of young people. "The harm of young people is equivalent to the harm to the country," he said, The government must face this issue with caution.
Cheng, Jui-Lung pointed out that although the government has established a Ministry of Digital Development, it is currently only targeting a small number of digital development. The Information Security Department under the Ministry of Digital Development should not only do protection planning for key infrastructure, information security personnel training, etc. "As a vast department, the Ministry of Digital Development should have closer cooperation and connections with other departments
Cheng, Jui-Lung believes that six departments, including the Information Security Administration of the Ministry of National Development, the Police Administration of the Ministry of the Interior, the National Education Administration of the Ministry of Education, the Social Security Administration of the Ministry of Health and Welfare, the Labor Development Administration of the Ministry of Labor, and the High Inspection Administration of the Ministry of Justice, should work together to establish a special task force by the Executive Yuan for cross departmental coordination. Otherwise, each department will only perform its own duties and cannot concentrate its efforts.
The Cai government is constantly establishing new institutions, and responsibilities are becoming increasingly blurred. What is the function of the Ministry of Data and Development?
Regarding the current issue of government governance fraud, Professor Chen-Dong Tso from the Department of Political Science at National Taiwan University has proposed two generalizations, namely, "institutions should not be held accountable, and budgeting cannot produce results.
He pointed out that in July 2022, the government established the National Team for Fraud, among which the "Anti Fraud Crime Center" was established under the jurisdiction of the Criminal Police Bureau to serve as a staff member of the national team. However, this staff unit has only 15 personnel, dealing with more than 30000 fraud cases each year. The upper level police department has an annual budget of approximately 24.5 billion yuan, and in addition to fraud, it also handles broader responsibilities such as related civil defense training and disaster relief.
In contrast, Chen-Dong Tso pointed out that the annual budget of the Digital Development Department is 21.1 billion yuan, which is not far from the Police Department. However, the Digital Development Department has avoided the responsibility of fraud. The problem is that many fraud is currently carried out through online platforms, shouldn't these online platforms be managed by the Digital Development Department? He pointed out that the Minister of the Interior, Lin Youchang, recently met with the Google team, but where did our data transmission department go? Do you really need a data transmission department?
In addition, Chen-Dong Tso also pointed out that the government has recently established a "Personal Data Protection Committee", which is very absurd. This is the continuous establishment of institutions and the continuous promotion of the national team. However, due to the increasing number of institutions, responsibilities become increasingly blurred, and no appropriate unit is willing to take responsibility. He believes that before establishing a new institution, the responsibilities of the old institution should be clarified.
Scholar: The "Technology Investigation Law" is imminent, otherwise it would be like "riding YouBike to pursue high-speed rail"
Wang, Po-Chi, an associate professor at the Department of Criminal Justice of Ming Chuan University, specifically pointed out that although the government has introduced the three and five fraud laws, it is regrettable that as early as three years ago, the government had already introduced the "Technology Investigation Law", but it is still stuck. However, in the face of the continuous evolution and advancement of fraud group techniques, the police department has introduced the "M-type positioning vehicle" for many years, but the court has found that its collection of information has not been authorized by law, and it is determined that it has no evidence ability, As a result, the reconnaissance agency has no chips and means to deal with the ever-changing criminal acts of fraud groups.
"I think the draft of the Science and Technology Investigation Law is extremely urgent." Wang, Po-Chi believes that the importance of the Science and Technology Investigation Law lies in that it allows the detection agencies to fight against fraud groups and respond to the scientific and technological fraud that keeps pace with the times. He said frankly that if the Science and Technology Investigation Law is not passed one day, it will be like "we are chasing the high-speed railway by riding YouBike", and will never keep up with the rapidly changing criminal acts of fraud groups.

Professor Kuan-Chiu Tseng from the Department of Civic Education and Leadership at National Taiwan Normal University suggested that fraud operations must have task organization, good staff operations, and sufficient resources. Although there are currently similar public security reports, they are not at the strategic level and are difficult to expect. Such reports can facilitate seamless cooperation among various agencies, and higher level leaders must play the role of command.
This poll was sponsored by Grassroots Influence Foundation and entrusted TVBS Public Opinion Survey Center to conduct a telephone interview. The survey lasted from April 18 to April 21 this year. A total of 1071 effective people were interviewed, of which more than 30% were over 60 years old.
