Since the development of the Cambodian fraud group incident, LI,YANG-CHI, the head of the International Criminal Police Section of the Criminal Bureau, mentioned that from 2022 to April 2023, there were approximately 700 reported cases, and about 400 people were rescued. At present, nearly 300 people cannot be found. According to the statistics of the Criminal Bureau, most of the cases that have not been found are reported by family members, but their actual situation of seeking help is very small. Wang, Po-Chi, an associate Professor, the Department of Criminal Justice of Ming Chuan University, analyzed that the reason why Cambodian fraud groups began to find Taiwanese people was probably related to the mainland's "card breaking operation" in 2020. At that time, about 140000 mainland people were repatriated from northern Myanmar, and the fraud group's manpower gap was large. Then, people in Chinese speaking countries were "sold" to Cambodia by human snake groups to be piglets.
In order to prevent the recurrence of fraud incidents in Cambodia, Taiwan passed a preliminary review on April 27 this year by the Judicial and Legal Affairs Committee of the Legislative Yuan to amend some provisions of the " Organized Crime Prevention Act ". The content added that those who recruit others to join criminal organizations with the intention of causing others to commit crimes outside the territory of the Republic of China shall be sentenced to fixed-term imprisonment of not less than 1 year but not more than 7 years, and may also be fined not more than 20 million yuan; Adults who recruit individuals under the age of 18 to join criminal organizations and commit the above-mentioned crimes shall have their sentence increased to half. At present, the preliminary review has been passed, and there are still procedures for the second and third readings to proceed.
Cambodia has had a gaming industry in the past, and many Chinese people work there. When fraud emerged, some criminal groups began to transform into businesses focused on fraud. In October 2020, in order to stop fraud, the mainland of China launched the "card cut-off action", one is mobile phone cards, the other is personal bank cards. As long as fraud cases are involved, they will be immediately disconnected. In the case of bank cards, once involved, the non counter business and payment of bank accounts will be suspended for up to five years, which is a major impact, making communication and financial instruments needed for fraud disconnected.
Wang, Po-Chi, associate professor of the Department of Crime Prevention and Control at Mingchuan University, mentioned that according to data, approximately 140000 people were sent back to mainland China from northern Myanmar in 2021 due to fraud cases. Who will fill these gaps? Wang, Po-Chi speculates that it is likely that all of them will come from Chinese speaking countries, including Taiwan and Hong Kong, which are targets of fraud groups. He further analyzes that the people who went one after another at the beginning are likely to have made money while playing games in Cambodia in the past. In addition, 2021 and 2022 are the peak periods of the epidemic, and their work is unstable, so they decided to go and make quick money.
But these people are not enough. The shortage of 140000 workers is a big problem. It is because the fraud groups and the human snake groups in Taiwan, Hong Kong and other places use the price ranging from 10000 to 30000 dollars to find applicants by advertising "recruitment" on the community platform, or ask the fraud groups to cheat people from their friends and classmates to Cambodia for working overseas, and then they are "locked up" as piglets, refusing or asking to leave, They will be beaten or abused until they agree to stay and deceive others by restricting their residence and movement.
The business that loses money is not done by anyone, and the one that kills is done by someone. "Wang, Po-Chi analyzed that most fraud groups want to make quick money, many of them want to short-term trading and leave after earning a certain amount of money, but most of them will still come back. The reason is that after they change jobs, their income from other jobs is not as expected, and their quality of life is affected, so they will come back again. Some people treat fraud as a business operation and use the wrong way, Making someone else's hard money puts aside moral conscience for now.
From the perspective of recent fraud techniques, many are related to human desires and fears. For example, Wang, Po-Chi cited the recent theft of celebrity photos and the opening of fake accounts as a call for a stock friend club. At first, the public believed in joining. Then, based on the words of the scam group, it was discovered that one could make money by investing in it. The desire to make money would lead the public into the scam group's trap and then transfer the money to the scam group. And like the fake confirmed fraud message from the Ministry of Health and Welfare, the people who received it thought that by clicking on the link on the message, they could receive insurance benefits, but little did they know that they were remitting the money to the scam group.
Other tactics, such as sending fake packages to defraud, people may worry about whether they bought things themselves, fake police scams, concerns about receiving official documents and police notification materials, whether they made mistakes, stealing fake credit cards, and worrying about their own financial losses, are all related to people's "fear".
There are many anti fraud propaganda in Taiwan. Wang, Po-Chi mentioned that in fact, many people have a high sense of self. They think they will not be cheated, and they do not think they will encounter fraud groups. From a psychological point of view, this mentality is the illusion that "bad things don't happen". He suggested that people should calmly analyze fraud groups. In addition, Wang, Po-Chi described the current regulations in Taiwan as "riding UBike to catch up with high-speed rail", and it is urgent for the government to achieve horizontal communication integration and jointly plan a fraud prevention safety net.
