In recent years, the Cambodian fraud case that has surfaced to the public has never seen a cruel way to torture and kill "piglets". Together with the domestic fraud groups, victims have been tortured to death in Xinbei and Taichung. Scholars have analyzed the evolution of fraud tactics, linked with the evolution of lynching techniques. Different fraud groups "learn from each other and learn from each other". They call for accelerating the promotion of scientific and technological investigation law and re developing such coercive work methods, which will make the fraud groups painful and afraid.
Taiwan version of Cambodian pig abuse mastermind and brother groups were successively arrested
Last year, a man's body was found in the Taichung News Agency cemetery. The police uncovered a group of fraud groups in Taichung who abused "piglets" following the Cambodian model. They locked 14 men and women in a space less than 4 square meters. All of them were blindfolded, shackled, and even their mouths were covered with tape. Many victims were forced to curl up and even stack their limbs in a narrow confined space, just like a terrorist concentration camp.
Piglets can only eat 1 to 2 meals of instant noodles every day, and even can only drink 3 cups of water a day. They will also mix FM2 in the drinking water to make them unconscious. A female victim claimed that she was stripped of her clothes by a member and used an electric shock to shock her nipples, forcing her to shout "Pikachu". It was not exposed until December 7 last year when a male victim was killed alive and abandoned.
Prosecutors have discovered that the main brain of this group of scams in Taichung and the November version of the Cambodian case of three people being abused, known as the "Blue Road", is still a fraternal group. Their methods of fraud and abuse are similar. After investigation, the Sri Lanka prosecutor's office arrested "Blue Road" Du Chengzhe (28 years old) and his deputy "Taylor" Xue Longting (29 years old) on April 12.
Tragic scene: forcing men to wear female underwear, towels to cover their faces, buckets to pour water
In addition to the domestic group, prosecutors have also uncovered the cadres of the fraudulent group formed by Taiwanese people in Cambodia. A 26-year-old woman surnamed Wu in Taichung colluded with local people to lure young Taiwanese women to the local area, even her own study sister. She pretended to use a travel appointment as an excuse and sold her as soon as she landed, forcing her to go overseas and engage in fraud.
The police also found videos of multiple men being raped on Wu's mobile phone, including stripping people off their chairs and forcing them to wear women's red lace underwear, or studying movies and leaning people back, using towels to cover their faces and holding buckets to pour water, which was almost suffocating. However, Wu denied any involvement and the police are also investigating the identity of the victims.
The Taiwanese version of the fraud group has learned from each other, and the fraud groups exchange experiences with each other
Wang, Po-Chi ,Associate Professor, the Department of Criminal Justice of Ming Chuan University, pointed out that the Taiwanese version of the Cambodian leader "Blue Road" has recently been arrested. From many news reports, it can be seen that the members of the fraud group have gradually grown into cadres from the beginning, and after graduation, they have established their own doors and become leaders. In addition to the repeated changes in the fraud mode, they have even created their own methods to control the abuse of victims.
Wang, Po-Chi analyzed that, on the one hand, traditional fraud and gangster tactics may not be enough to make the victims yield, just as in the past few heard of the massacre of swindlers abusing the dead and abandoning the dead. However, in recent years, there has been frequent abuse of piglets in Cambodia, and the Taiwan led swindlers have also transplanted techniques. Speaking colloquially, they are "like others" and "their appetites have been raised". They quickly force the victims to cooperate with them with severe punishment and dare not resist.
Wang, Po-Chi also mentioned that after the gang's younger brother went to prison for "further education", he exchanged ideas with the inmates in the prison, which became even more prominent. He also observed that the fraud groups exchanged ideas and experiences with each other, and the evolving patterns of fraud and abuse techniques have led to more and more brutal methods being exposed recently.
The fraud group is most afraid of forcing work to declare unconstitutional, but should still introduce similar deterrence plans
Hsu, Fu-shen, a professor and director of the Police Policy Institute at Central Police University, found in his research that gangs are more afraid of being ordered to "work forcibly" compared to general imprisonment. In the past, judges often ordered to work forcibly at multiple skill training centers in the east before declaring their sentence, although they were later declared unconstitutional on the grounds of safeguarding personal freedom and will.
But he believes that if it can be balanced based on the principle of constitutional proportionality and clear separation, it is still a feasible system. He suggests that legislation can introduce a system similar to "compulsory technical and vocational training" to have a deterrent effect.
Wang, Po-Chi also said that during his tenure as former Minister of Justice, Liao Zhenghao, he vigorously launched a crackdown on gangs by airlifting many "big brother" level figures to Green Island Prison, which did indeed crack down on the gang's arrogance. Due to the strict management of outer island prisons, they were not able to handle special interviews as they had connections with Western prisons; In addition, in the past, mandatory work has also made the scam group fearful. A set of unconstitutional measures should be designed to make the scam group and the gang afraid only when they feel pain.
Cracking down on fraudulent groups and gangs urgently requires the birth of a technology investigation law
Hsu, Fu-shen pointed out that the transformation of modern mafia into telecommunications fraud and online gambling must rely on technological investigation methods. However, there is currently no legal basis for technological investigation laws in China. However, Article 20 of the United Nations Convention against Transnational Organized Crime stipulates that "other special investigation methods, such as electronic or other forms of surveillance, should be used in appropriate circumstances to effectively combat organized crime". He believes that, It is necessary to add the use of "tracking location technology" and "device end communication monitoring" in the regulations on organized crime prevention and control to strengthen technological investigation and combat fraudulent groups and gangs.
Wang, Po-Chi believes that in the past, overseas fraud groups could organize criminal prosecution regulations, which initially had a deterrent effect. However, as the fraud groups evolved, a special chapter on combating fraud should be included and technological investigation techniques should be added. In addition to increasing the sentence, scientific investigation and case handling methods should also be strengthened.
Wang, Po-Chi also suggested that there is a problem of the flow of human capital accounts behind the rampant fraud groups. Prosecutors should not only cut off the flow of funds, but also reward the police if they seize human capital accounts, enhance the momentum of investigation, and block more illegal cash flows in order to effectively crack down on the fraud groups and reduce the public's fear of being killed.
