On May 13, 2022, a seminar on "Cross-Strait Cooperation in Crime Prevention" was held at Ming Chuan University in Taipei. It is worth introducing that the meeting method of this conference is different from the general one. It is a complex community system engineering design operation using Interactive Management. There are a total of 13 cross-disciplinary participants from industry, government and academia. After several hours of divergence and convergence, the 65 original project strategies were first streamlined and consolidated into 24, followed by priority voting to 10, and then supported by structural comparison and packaged software to produce a clear and reasonable enhanced structure for the overall project.

IM is a set of democratic and scientific meeting methods, which allows each participant to speak freely with equal respect. The whole process of recording and video recording is open and transparent, and it can effectively obtain a consensus of the group that conforms to the public opinion, which fully reflects the republican that should be expected in a mature democratic society. doctrine of citizenship.

Such a democratic consultation procedure method was developed and matured in the United States in the 1980s, and was then introduced by the founders of the scientific field in the mainland in the form of academic exchange. Taiwan was introduced in 2000 and has successfully held more than 50 games so far.

Three years ago, high-level officials in mainland China proposed the Taiwan plan to achieve one country, two systems through democratic consultation, out of high goodwill. I believe that it is not because of the lack of pressure from all walks of life, but because of the organizational culture of political parties, the field of scholars and experts, and the perspective of media reporting, and it is subject to the 30 years since Taiwan lifted martial law and democracy. Citizen development basic project. The former is for example local self-government, while the latter is for civic governance.

The more relevant part of the American experience in leading Western values is generally the area of Public Affairs. As early as the non-Party period, there was the Overseas Taiwanese Public Affairs Association (FAPA). In the 1990s when the martial law was lifted, the military service room of the Presidential Palace was quietly changed into a public affairs room, and several major media and major foreign companies were established. The public affairs department was established, and the Sinosteel Corporation in Kaohsiung also changed the public relations office to the public affairs office. However, until recently, CSR and ESG, etc., under the requirements of international financial certification, Taiwan's practical operation had to catch the duck on the shelves.

As for academia, I can talk about the American experience. The related fields are MPAdministration and MBAdministration, which were introduced to Taiwan in the 1970s. The former separated the stable operation of the government from the alternation of party politics in the 1920s, and the latter promoted the industrial economy and global layout for recovery.

It is worth noting that these two fields separated by World War II, in fact, the MBA at that time was mainly designed with reference to the MPA. Then there is the American society in the 1970s. Under the internal and external changes driven by the issue, in order to compensate for the market failure and government failure of capitalism, the derivative development is more expensive than the spontaneous MPAffairs. The sequential logic between these three is roughly the government (traditional authoritarian) rule, market (modern economy) management, and community (post-modern folk) governance of human development. The situation in Taiwan is mixed, and there are various differences in location and generation.

The 1990s was the corresponding stage of Taiwan's qualitative change. However, the pursuit of capitalist self-interest and the traditional feudal external and internal groups still obviously restricted the reborn and upward promotion that should have been originally intended. It has also been said that the democratic literacy of the West in 2000 to 300 years in Taiwan is not easy to cultivate in 2000 to 30 years. However, in Taiwan, where the failure of political parties has affected the world, whether it is a fish or a dragon, war or peace, it seems that it has come to the moment when it can no longer be delayed.

The essence of the period of democratic governance and political training is to focus on the transformation and adjustment from modern elite directed to postmodern elite directing. Although Taiwan has missed many opportunities for step-by-step progress, just like the transplantation of many experience links, the Chinese people have long been accustomed to the short-term and fast-paced characteristics of self-control.

It basically conforms to the disjoined spirit of democratic governance, and comes from the IM formed by individuals in the community, or it can be said that management aims to treat symptoms, and the methods are originally small skills.
