本校自103111日起依行政院主計總處103.7.7修正國內差旅報支要點,並將於同日修正差旅費核銷系統,請各位師長日後在申請差旅費時務必參照新規定執行,詳細修正內容及修正後全文如附件,感謝各位師長的配合。

Effective Nov. 1, 2014, MCU Guidelines for Domestic and Overseas Business Trip Expense Reimbursement were revised in accordance with Guidelines for Domestic Business Trip Expense Reimbursement announced by the Directorate General of Budget, Accounting and Statistics, Executive Yuan on July 7, 2014. Business Trip Expense Reimbursement System will also be altered on the same date. Please comply with the new guidelines when applying for business trip expense reimbursements. Please refer to the attached file for the revised guidelines. Your cooperation is highly appreciated.

Dear colleagues: 
As all temporary employees and full-time assistants should be covered under labor and health insurance, the university will collect the insurance premiums in advance in order to punctually pay the fees to Ministry of Labor and National Health Insurance Administration and allow temporary employees and full-time assistants to be paid without undue delay. The responsible staff member of each unit is required to complete the verifying procedure monthly and submit the approved personnel fee claim voucher to Controller's Division before 15th of the following month for Bursar Section to issue the payment. Please refer to the attached file for detailed information.

University-wide faculty and staff general health checkup is scheduled on October 14, 2014 (Tuesday) from 7:30 to 11:00am. It will take place at Sun Yat Sen Auditorium Arts Center on Taipei campus and on the 3rd floor of First Gymnasium on Taoyuan campus (in front of the basketball shooting machine). Please register and actively participate.
Please contact Ms. Cheng of Campus Health Services Section on Taipei campus at extension 2224 and Ms. Tsai of Campus Health Services Section on Taoyuan campus at extension 3172 for more information.

A reminder: You should not eat or drink anything for approximately 8 hours prior to the health checkup.

Dear Faculty and Staff Members:

An epidemic of Ebola virus disease is ongoing in West Africa. The Centers for Disease Control of Ministry of Health and Welfare, ROC (Taiwan) reminds you to please avoid travel to the areas affected by Ebola Virus Disease. However, when traveling in Ebola-affected areas is necessary, it is essential to manage your personal hygiene and avoid contact with sick individuals and animals.

When arriving back in Taiwan, passengers who have the symptoms of fever, nausea, diarrhea and/or skin rash, please immediately notify the airport quarantine officers and comply with the related disease prevention procedures. Moreover, if those symptoms mentioned above occur within 21 days after arrival, please immediately wear a face mask, avoid contact with other people, and seek medical assistance promptly. Please head to www.cdc.gov.tw or call 1922 toll-free (0800-001922) for more Ebola virus disease-related information.

近日衛生福利部疾病管制署宣布國內登革熱感染人數已有上升趨勢,請大家戶外活動小心蚊蟲叮咬並協助登革熱防治,加強校園環境清潔工作,特別是盛水之各種容器 (如花瓶、花盤、空罐等),室內外容易積水的地方請加強清除,或請總務部門協助處理,以免孳生病媒蚊。

學務處衛生保健組將於9月1日起派員至校內學術及行政單位進行病媒蚊孳生源檢查,請各單位以系所或室、組、中心為單位,依本校「清除登革熱病媒蚊自我檢查表」完成檢視註記,並於8月25日前回傳或繳至台北校區衛生保健組胡厚文護士(#2714)或桃園校區醫務室林姿妙護士(#3165)彙整。

Dear Faculty and Staff Members:

Centers for Disease Control of Ministry of Health and Welfare recently announced that there has been an upward trend in the number of domestic Dengue Fever infections. Please avoid mosquito bites when participating in outdoor activities in order to prevent the spread of Dengue Fever. We would like to remind you to maintain a clean campus and working environment; especially, please regularly clean water containers, such as vases, plates, bottles, etc. Moreover, pay close attention to the clearing up areas where water stagnation might easily occur, either indoors or outdoors. Lastly, please notify the General Affairs Division staff if you need any assistance or have any questions. Our ultimate goal is to prevent the spread of Dengue Fever and maintain a safe working environment.
Campus Health Services Section of Student Affairs Division will assign inspectors to examine the working environments of all MCU academic and administrative units on September 1st. Each unit is to please fill out the "Dengue Fever Self-Inspection Checklist" and submit it by August 25th to Ms. Hu of Taipei Campus Health Services Section at extension 2714 or Ms. Lin of Taoyuan Campus Health Services Section at extension 3165 for proper organization.

In line with the adjustment of basic working hours, starting from July 1, 2014, the income tax rate for foreigners who have not stayed in Taiwan for more than 183 days is adjusted. Starting from July, if your unit is going to pay foreigners for participation in or contribution to activities, please pay special attention to the tax rates. Graduate students in extended study period can now apply for graduation at any time. Due to this policy change, digital files of Ming Chuan students' conduct grades will be immediately deleted at the end of the each semester. Each responsible unit is asked to please evaluate carefully whether or not your unit's Standard Operating Procedure is affected by this change. If a procedure is indeed affected, please fill out a System Correction Proposal and submit to Information and Network Division.  為強化青年公共參與能力,本處承接教育部青年發展署委託辦理「青年團隊政策研發競賽」活動,培育政策研發青年團隊及人才,研提政策創意方案,搭建政府與青年對話的平臺,

並將其定位為國家級、有感的政策建議管道,希冀讓有志青年一同參與國家遠景規劃,

將青年的想法與創意融入政府施政,讓青年創意活力及志向有伸展的機會。

 

本活動103年「青年團隊政策研發競賽」報名即日起至515截止,

 

參加對象及組隊方式:

  年滿18-35歲之國內及海外臺裔青年,皆可報名參加;

  並以37人自行組成一隊,以團隊方式向教育部青年發展署報名

 

優勝團隊可獲50,000元獎金及參加一日首長見習體驗活動

主旨:公告「103年度定期稽核實地訪視行政單位受檢時間及行前準備事項」 

說明:

一、103年度定期稽核行政單位受檢暫訂時間(詳附件一)。受查當天開幕會議及綜合座談,邀請受查單位主管出席,以確認稽核結果及建議改善之事項。若暫訂查核日期如需更動,請於4/30()下班前與稽核室連繫。

二、經103/3/28稽核委員會會議決議,本年度定期稽核針對最高風險業務順向查核,各行政單位原先以風險概念決定之總受檢項目超過七項以上者,由執行查核委員決定本年度之七項受檢項目(詳附件二),其餘項目於明後年度再行檢核。

三、稽核室訂於5/1()上午9:30-10:30於台北校區B901會議室召開檢核員會議,請各行政單位檢核員準時出席。

Shihlin Taxation Office will carry out paperless and taxation service promotion on Taipei campus from 4/28-5/2. For those who would like to apply for 2013 individual income tax calculation result, please fill out the attached "Reservation Form for Reissuing 2013 Individual Income Tax Calculation Result." For those who would like to apply for 2013 income and withholding details, please fill out the attached "Confirmation Form for Collecting 2013 Income and Withholding Tax Data." (These forms are provided by the Taxation Office and are in Chinese only.) Those who would like to apply for tax calculation results, income and withholding tax data for their family members are required to apply with the letter of authorization attached due to Personal Information Protection Act. Shihlin Taxation Office specially reminds that the letter of authorization should be written and chopped by the authorizer. The cooperation of faculty and staff members who would like to apply will be appreciated. Please find attached files for more detail information.

Ming Chuan University has received a letter from Ministry of Education in regard to flu and Norco virus prevention. As the year draws to an end and holidays are rapidly approaching, it is also the time to be extra careful about flu and Norco virus. Staff members and students who are traveling to Mainland China or other countries for academic exchange programs should avoid contact with birds, especially bird carcasses. All poultry products should be fully cooked before consumption. The attached files include additional Flu and Norco virus prevention related information.   The Year of the Horse is about to begin, so I would like to wish all of you surging success galloping in as a horse. MCU needs all your efforts in the new year to enhance the development of our five campuses and locations, as well as to ensure that all MCU students learn well from their courses and implement what they have learned.
  Looking back over the Year of the Snake, MCU has attained many successes, including MCUMI being established and approved by both the Ministry of Education in Taiwan and Michigan State Government in the U.S.; having top enrollment of international and Mainland China students; being number one in signing cooperation contracts with 27 universities among those institutions in CPC Project 985 and Project 211; ranking top among private institutions for NSC Student Project grants; achieving 97% freshman enrollment rate in 2013-14 and seeing the PR value of freshmen elevated. These outstanding teaching and research results are all because of your efforts. This also indicates that MCU's goals and strategies are headed in the right direction.
  At the end of last year, I announced the perspective of MCU "A Golden Decade and One More" to the Administrative Council, preparing to face the challenge of declining birthrate and stiff competition in higher education by having a clear university affairs long-term development plan, and promoting our educational feature of "Localization of Global Knowledge and Globalization of Local Knowledge" to establish the MCU brand. Correspondingly, our one mission and three goals will always lead us forward.
  The concert in Commemoration of the 5th Anniversary of Ming Chuan University Founder Pao, held on January 13 to commemorate her spirit and selfless devotion in establishing Ming Chuan University, reminds all of us that as MCU faculty members, we must all give our best effort. In this way, together we will achieve educational outcomes that reflect the foundation that Founder Pao established for MCU.
  At the end of this 2013-14 1st Semester, I wish you a Happy Chinese New Year and look forward to seeing you in the 2013-14 2nd Semester. Let's work together for MCU.

教育部來函有關H7N9流感防治注意事項,依中央流行疫情指揮中心102年12月7日表示,香港於12月6日公布第2例H7N9流感確定病例,據現有流行病學資料評估應係在大陸地區廣東感染,不排除疫情已有向南方擴散的可能,顯示H7N9流感病毒持續存在,疫情威脅仍未解除,提醒各校保持警覺。有關H7N9流感防治宣導資訊如附檔,提供大家參考,以維護您的健康。
Ming Chuan University has received a letter from Ministry of Education in regard to H7N9 flu prevention. According to information from the Centers of Disease Control on December 7, 2013, a second case of H7N9 human infection has been reported in Hong Kong on December 6, 2013. Based on current medical evaluation and investigation, it is estimated that the patient might have been infected with H7N9 flu when traveling to Guangdong, China. As the result of that, scientists have not ruled out the possibility that the virus might be spreading to the southern part of Mainland China. This latest reported case also indicates that H7N9 flu virus still exists; thus, the threat is still not yet clear. Consequently, please pay close attention to future development of H7N9 flu. For your reference, the attached files include additional H7N9 flu prevention related information. In closing, we wish you good health.

In compliance with the National Taxation Bureau policy, starting from 2015, the university will no longer provide withholding statements without request. On February 2014, the university will still issue the withholding statement of 2013. After February 2014, faculty and staff member who need the withholding statement are required to file an application on the e-form system. The form title is "Withholding Statement Application." Power Outage Notice on Taipei Campus
1. Due to high-voltage power substation insulating oil replacement for Food Service Facility on Taipei campus, there will be no power from 8:00 to 12:00 in Food Service Facility,B901 and B902 on February 6, 2014 (Thursday).
2. Please turn off power and unplug unnecessary appliances to avoid possible power overload when power is restored.
3. The power will go back on as soon as the work is completed. We apologize for the inconvenience. Your understanding and cooperation are appreciated. Thank you!

Taipei Campus Road Closure Notice
一、為辦理台北校區路面改善工程,擬封閉台北校區道路管制各種車輛進出,僅開放行人利用B樓梯廊進出校園。
To carry out Taipei campus road surface improvement, the drive on Taipei campus will be closed. Please enter and exit the campus via the stairways of B building.
◎道路封閉時間及路段如下:

路段:台北校區道路(中山北路口至明德樓)。

Time flies, Dr. Pao, the ‘mother‘ of the Ming Chuan family, has been gone from us for five years. Although Dr. Pao is not physically with us, her spirit and selfless devotion of establishing Ming Chuan University are always in our minds.

Moreover, to carry out Founder Pao‘s selfless love for education of nurturing talented scholars and attending to all students with parental care, support, and guidance, we are going to hold a trip related to ecological environment protection, nature exploration and cultural experience for 200 children from disadvantaged families. We hope to assist those children in healthy growth of mind and spirit.
This trip will be held in coordination with the Commemoration Concert, Dr. Pao‘s Life Story Exhibition, and Distinguished Alumni Awards Ceremony, and combine the resources from MCU alumni around the world, MCU faculty members and students, and other social groups to support the activities for the children. To make those children‘s dreams come true before the Chinese New Year, we sincerely invite each of you as MCU faculty and alumni to join your hearts together and participate in the activities in commemoration of Ming Chuan University Founder Pao.
All faculty members and staff are welcome to become sponsors for the activities. Please feel free to contact the Alumni Relations Section of General Secretary‘s Division for more details. Let‘s promote and extend Founder Pao‘s selfless spirit for education with our support and love.

Participants: 60. (No certificates will be issued for this training program)
(一)軍訓室、住服組之教官與校安人員、事務組警衛(除當班執勤外)請全員參加。
All staff members in Military Training Office, Drillmaster of Housing Service Section and Security Guards of Operations Section (except those on duty during training time), are required to participate in this training program.
(二)住服組台北、基河宿舍管理員請全員參加。
Superintendents of both Taipei and Jihe dormitories of Housing Service Section are required to participate in this training program.
(三)台北校區體育室本研習時段沒課的老師請全員參加。
Faculty members in Physical Education Office on Taipei Campus who do not have classes during this period are required to participate in this training program.
(四)台北、基河校區(含進修推廣處、資網處、基河會館、華語中心、管理學院等)行政及學術單位各組辦公室,請至少派1-3員參加。
Each administrative and academic unit on Taipei campus and Jihe complex (including University Extension Division, Information and Network Division, Ming Chuan Hotel, Mandarin Studies and Culture Center, School of Management) is required to send 1 to 3 staff members to participate in this training program.
二、研習時間:102年11月19日(星期二)13:30∼15:00時。(1.5hr)
Time: 13:30 to 15:00 (1.5 hr) on November 19, 2013 (Tuesday)
研習地點:台北校區B901會議室。

    先慈林惠蓮今年初遭受肺腺癌細胞侵襲,藥石罔效,於十月八日與世長辭,使家人、長官、好友、同事,不勝吁噓,悲哀嘆息。
    先慈之喪,於十月三十一日假台北市立第一殯儀館景行廳舉行公祭,渥蒙賜頒輓額、花籃或賜贈厚儀,復承親臨弔唁或傳達關懷之意,雲情高誼,銘感五內。惟因居喪期間,未便親自面謝,謹以寸紙隻字,表達最衷忱的謝悃。
    先慈自西元1963年進入銘傳就讀,畢業後留校服務至2013年辭世,投注一生心力於教學和行政,認真公務,熱心公益,和銘傳建立長達50年相牽相繫的深厚情分。
    《般若波羅心經》啟示我們:宇宙中的一切事物與現象都是虛幻的假象。篤信佛教的先慈與世長辭世,從一切「有」回到「空」,留給我們萬般不捨,且讓她永遠活在我們的心中。
    身為子女,未來將秉持先慈凡事盡力、與人為善、熱情教學的處事風格,戮力於個人的教學和研究工作,並請  各位長官、師長,在往後的漫長時日,繼續不吝給予後輩指導和教誨。  專此致謝  敬頌

   Firstly, I would like to express my sincere appreciation to all of you. My mother, Hui-Lien Lin, passed away due to lung adenocarcinoma on October 8, 2013.
    Thank you so much for the condolence banners, flowers and funeral money, and for your attendance at the funeral at Jing Xing Hall in the First Funeral Parlor, Taipei Mortuary Service Office on October 31, 2013.
    My mother studied at Ming Chuan College, entering in 1963 and served Ming Chuan until her graduation from this world in 2013. She devoted her life to teaching and administration at MCU, and established a special 50-year relationship with MCU. 
    As her son, I will try my best to follow her passionate style of working and teaching, to devote my efforts in teaching and research. Your support and suggestions for the future will be greatly appreciated.

We have scheduled a cleaning for the water reservoirs from 11 am to 10 pm on 8/23( Friday), during which water supply will be suspended; all of Taipei Campus including Student Housing will be affected. 1.101學年度各項經費(含預借經費、各項專案計畫及人事費用)請於7月15日前向財務處辦理核銷。
2.若屬於7月15日以後活動,且為7月31日以前之單據,請於活動完畢後一週內核銷,最晚不可超過8月15日向財務處完成經費核銷。
3.各項預借經費若未能來得及完成核銷者,結餘款應於7月18日前將預借款項歸還出納組,並檢附借支公文簽影本。
4.若活動或專案計畫為跨學年度,則請先將7月31日以前之單據,先行完成經費核銷。
5.8月份之後應使用102學年度的預算辦理核銷,不可再執行101學年度之預算。跨學年度的補助專案(如卓越計畫、延期之國科會案...等),應在新的學年度重新申請請購單,不可再使用7月之前的請購單。
6.敬請各單位把握經費核銷時間,若有逾時歉難受理!

2.If an event takes place after July 15, 2013 but with receipts/papers before July 31, 2013, verification should be processed with the Controller's Division one week after the event. The latest date for verification is August 15, 2013.
3.If a budget advance cannot be verified on time, the excess funds should be returned to the Bursar Section with a photocopy of the official document for budget advance request before July 18, 2013.
4.For a cross-academic year event or project, please first complete verification for all July documents.
5.For August events or projects, please use the 2013-14 AY budget to verify disbursement. 2012-13 AY budget is not applicable. For cross-academic year subsidized projects (such as Strive for Excellence Project or postponed NSC projects), a new Purchase Request Form should be re-applied for in the new academic year. A Purchase Request Form applied for prior to July is no longer applicable.

桃園校區環校道路修繕工程,時間及地點如下:

    102年06月01日(六)07:00∼18:00

2. 範圍:桃園校區環校道路全部。
3. 施工期間煩請進入校園車輛不要在環校道路旁停車,可停入EE樓地下停車場,以避免造成施工不便。

3. Please park inside EE building basement parking lot and do not park on the campus circle road   during the repair period so as to not disrupt repairs.
4. Due to the repair construction, there will be traffic control on June 1, 2013 (Saturday); from 07:00-12:00 cars can only enter the campus at the main gate; from 12:00-18:00 cars are to enter the campus at the side gate.
5. For the other time period, the traffic control will be the same as on ordinary holidays.
We apologize for any inconvenience; your understanding is greatly appreciated.
6. During the traffic control, the bus stops are changed as follows: When the bus enters the campus from the main gate, it will allow passengers to board/disembark at the stop in front of Information Technology Building; while the bus enters the campus from the side gate, the stop will be the one in front of Dormitory III.

Dear colleagues,
So as to maintain cleanliness on campus, Taoyuan Campus (including student dormitory) will be sprayed for insects beginning from 8 am to 5pm on June 2, 2013 (Saturday). The spraying will be rescheduled to June 9 (Sunday) if it rains.

3.未來將開放由人事線上核銷系統,直接產生雇主負擔補充保費核銷憑證,在系統尚未完成建置前,請各位師長暫時以人工的方式利用"雇主負擔補充保費彙總表"計算並核銷補充保費的部份。
4.若有任何疑問請洽各專案負責人。

Concert in Commemoration of the 4th Anniversary of
 Ming Chuan University Founder Pao‘s Passing


     時光荏苒,銘傳永遠的校長-包德明博士,已經離開我們近四年了。雖然包創辦人身影不在,但其艱辛締造銘傳的精神,以及對銘傳的無私奉獻,仍長存在每位銘傳人的心中!
     在此年終歲末,一場為紀念包創辦人的盛大活動即將展開,有來自台北世紀交響樂團的演出,銘傳師長校友的獻唱,也有來自台東、屏東、高雄、桃園、台北學童的才藝表演;同時也將表揚三位傑出銘傳校友,就在1月22日讓我們大家共聚一堂,緬懷包創辦人過往與我們同在銘傳校園的點點滴滴!

     Time flies. Dr. Pao, the ‘mother‘ of the Ming Chuan family, has been gone from us for four years. Although Dr. Pao is not physically with us, her spirit and selfless devotion of establishing Ming Chuan University are always in our minds. 
     As this year draws to an end, we are going to hold a Concert in Commemoration of Ming Chuan University Founder Pao. We have invited Taipei Century Symphony Orchestra to give a performance. Ming Chuan faculty members and alumni will also be singing some songs, with kids from Taitung, Pingtung, Kaohsiung, Taoyuan and Taipei performing their talents, dedicated to Dr. Pao‘s memory. Moreover, we will recognize the achievements of three distinguished Ming Chuan alumni. Join us as we reflect on all that Dr. Pao has meant to MCU with the sound of music.

六、為符合內部控制制度之有效性,落實標準作業程序(SOP) 提昇各單位業務之效率,敬請各單位配合,共同增(修)訂銘傳大學內部控制制度作業手冊。參考範例放置於數位教學平台,內控與內稽教育訓練課程中。

The scheduled bus on 1/30 for getting to work on Taoyuan campus will be operated as usual. A school bus will leave from in front of CC building on Taoyuan campus at 10:00 am on 1/30 (Wednesday). Fifteen minutes after the luncheon, a school bus will leave from in front of A building on Taipei campus and stop at the Taoyuan Train Station before arriving at Taoyuan campus.
The following scheduled buses are canceled on 1/30:
8:30 am, 12:10, and 16:50 from Taoyuan to Taipei campus;
9:30 am and 13:10 from Taipei to Taoyuan campus;
12:10 and 16:50 from Taoyuan campus to Taoyuan Train Station;
12:25 from Taoyuan Train Station to Taoyuan campus.

Concert in Commemoration of the 4th Anniversary of
 Ming Chuan University Founder Pao‘s Passing

     時光荏苒,銘傳永遠的校長-包德明博士,已經離開我們近四年了。雖然包創辦人身影不在,但其艱辛締造銘傳的精神,以及對銘傳的無私奉獻,仍長存在每位銘傳人的心中!
     在此年終歲末,一場為紀念包創辦人的盛大活動即將展開,有來自台北世紀交響樂團的演出,銘傳師長校友的獻唱,也有來自台東、屏東、高雄、桃園、台北學童的才藝表演;同時也將表揚三位傑出銘傳校友,就在1月22日讓我們大家共聚一堂,緬懷包創辦人過往與我們同在銘傳校園的點點滴滴!
     Time flies. Dr. Pao, the ‘mother‘ of the Ming Chuan family, has been gone from us for four years. Although Dr. Pao is not physically with us, her spirit and selfless devotion of establishing Ming Chuan University are always in our minds. 
     As this year draws to an end, we are going to hold a Concert in Commemoration of Ming Chuan University Founder Pao. We have invited Taipei Century Symphony Orchestra to give a performance. Ming Chuan faculty members and alumni will also be singing some songs, with kids from Taitung, Pingtung, Kaohsiung, Taoyuan and Taipei performing their talents, dedicated to Dr. Pao‘s memory. Moreover, we will recognize the achievements of three distinguished Ming Chuan alumni. Join us as we reflect on all that Dr. Pao has meant to MCU with the sound of music.

為此,我們將特別舉辦包創辦人逝世四週年紀念活動,並邀請各位師長參加。

本活動將結合母校傑出校友表揚與紀念音樂會活動,並與各地區校友、銘傳大學師生及其他社會資源,一起讓這些偏遠地區弱勢家庭學童,搭高鐵、坐捷運,前往台北看貓熊、搭貓纜,學習環保工藝DIY,前往中保寶貝城(Baby Boss City)體驗不同職業角色扮演,並在包創辦人紀念音樂會中表演才藝活動,進行快樂兒童學習之旅,讓這些難得有機會來台北的偏遠地區弱勢學童,在農曆年節前,得以圓夢。

The Audit Office of General Secretary's Division will hold Internal Auditing Training Workshops on November 9 (Friday) and November 16, 2012 (Friday) on Taipei Campus. We have invited Mr. Max Lin of WHP Management Consulting Company Ltd. to give a lecture. He is one of the chief reviewers of QSA ISO9001. Please find the Chinese and English course outline and application form as in the attached file.
 In the workshop, we will cover the definition and functions of internal control and the skills and practices of auditing. We sincerely invite all university directors and related staff to attend. Participants will receive lifelong learning credit in accordance with the Human Resources Division's regulations and a course completion certificate from the University Extension Division.
 In order to compile the statistics, we ask interested individuals to submit their application form to the Audit Office before 5 pm on November 2 (Friday).

Today is Teacher's Day. On this joyful festival, I wish happiness, peace and safety for you and all your family.
Thanks to everyone's great efforts, Ming Chuan has been making progress these years. Not only are we unceasingly expanding our campuses, but also deepening the internationalization of education, especially experiencing a quality increase among our students. Having good students studying at Ming Chuan requires the utmost attention and guidance of our teachers. Thus, the good reputation of Ming Chuan for ‘cultivating the best' may be achieved and the golden reputation of high quality education forever maintained.

The traffic control notice for Graduation Day (June 2 Saturday) on Taoyuan campus is as follows:
1. There will be no traffic control of vehicles entering Taoyuan campus on graduation day (6/2 Saturday).
2. Q Building Basement Parking Lot: for president, vice presidents, ambassadors, and VIPs. Others who usually park here, please park in EE Building Basement Parking Lot.
3. EE Building Basement Parking Lot: for first- and second-level administrators who have VIP parking permits. VIP parking permit can be applied from Taoyuan General Affairs Section. Those who hold EE Building Basement Parking Lot permits won't be able to park there that day.
4. Campus circle road, Outdoor Basketball Field, Outdoor Parking Lot, Chengkung Campus, Motorcycle Parking Lot B1: for faculty and staff members, parents and guests.
5. No additional parking permits will be distributed to VIPs. Please submit the VIP car license numbers to Wen, Yun-Biou of Taoyuan General Affairs Section before May 31. We will guide vehicles to enter the campus.
* In addition, up to two VIP parking permits will be distributed to each department on Taoyuan campus if application is submitted to Taoyuan General Affairs Section.

•1. 畢業典禮當日車輛不管制,皆可駛入校區停放。
•2. Q樓地下停車場提供校長、副校長、大使、貴賓等停放,原停放Q樓地下停車場之師長車輛,請改停放於EE樓地下停車場。
•3. EE樓地下停車場,開放持有貴賓停車證之一、二級主管停放。貴賓停車證請至總務組申請。(原EE樓地下停車證,當日不適用)。
•4. 教職員、學生家長、來賓之車輛請依序停放於環校道路、室外籃球場、室外停車場、機車停車場B1層、成功校區。
•5. 貴賓入校車輛不另發停車證,請邀請單位將貴賓車號於5月31日前送到總務組溫永標處,本組管制引導進入校區停車。
*另分配2張貴賓證予桃園校區各系使用(請至總務組申請)。

This is a reminder to foreign faculty about tax rates, especially for those staying in Taiwan 183 days or less in a given tax year.

If you file tax as a foreigner and plan to resign from MCU in the tax year (2012), please inform the Controller's Division ten days ahead and pay the difference to make up the 18% tax rate for your final tax year in Taiwan, if that applies. Additionally, before leaving Taiwan, please stop by the Controller's Division to pick up your last Withholding and Non-withholding Tax Statement and proceed to the Foreign Taxpayers Section of the local Tax Administration to settle your tax account.

MCU Electric Safety Use Notice  (銘傳大學用電安全須知) 
全體同仁大家好:
為維護用電設施及安全,請配合注意以下事項:
1. 辦公室、研究室、宿舍寢室內請勿使用高耗電之電器設備,如電鍋、電磁爐、電熱水瓶...等;另煩請舍監同仁加強稽查學生於寢室內炊事情事,避免意外發生。
2. 使用延長線時,插孔不可使用太多或高用電量之電器用品,勿使用分叉或多孔之插座。並須時常檢查使用中之延長線是否有發燙或異味產生。
3. 室內線路裸露、外部絕緣體破壞或插座損壞時,請立即報修通知水電同仁處理。
4. 電器發生故障、有異狀,首先應切斷電源開關,即時報修處理,以免發生短路,引起電線著火。
5. 長假即將來臨,敬請師長於放假前務必將電源關閉以避免漏電之意外事件發生。

Greetings!
 
To ensure safe use of electrical equipment, we would like to ask you to cooperate in the following matters:
 
1. Please do not use high power-consumption electrical equipment such as rice cooker, induction cooker, or electric water heater etc. in any MCU office, research office, faculty office, or dorm room. In addition, dorm supervisors are asked to please reinforce checking on students' cooking in dorm rooms to prevent accidents.
2. When using an extension cord, please make sure not too many plugs are used at the same time, avoid using extension cords for high power consumption equipment, and check immediately if heat or odd smell is generated.
3. Please inform us if any exposed indoor circuits, broken external insulators or plugs are found.
4. When electrical equipment break downs or performs abnormally, first of all, turn off the power, then, inform us to repair it right away to avoid a short circuit that might catch fire.
5. Spring break is coming up; please turn off power to avoid electric leakage.

Please note that there will be parking control on Taoyuan campus on the day of MCU 55th celebration on 3/24 (Saturday).
1. Basement parking lot in Q Building is for VIPs only.
2. Indoor parking permits will be temporary suspended that day. First- and second-level administrators who have VIP parking permits, please park in EE Building basement parking lot.
3. Motorcycles are allowed to enter the campus that day and are advised to park in the motorcycle parking lot B1 and B2. Do not park at the outdoor basketball field.
4. Faculty and staff members and students who have a parking permit for two campuses may enter the campus and are to park at the outdoor parking lot or campus circle road.
5. Tourist coaches and stage property vehicles must apply in advance and park in designated areas.

時光荏苒,轉瞬間,銘傳人永遠的母親-包德明博士已經離開我們三年了。雖然包創辦人身影不在,但其艱辛締造銘傳的精神,以及對銘傳的無私奉獻,仍長存在每個銘傳人的心中!

在此年終歲末,一場為紀念包創辦人的音樂會即將展開,有來自台北世紀交響樂團的演出,也有來自銘傳師生校友的獻唱,讓我們在悠揚樂聲中,一起緬懷包創辦人過往與我們同在銘傳校園的點點滴滴!

Concert in Commemoration of the Third Anniversary of
Ming Chuan University Founder Pao's Passing
     Time flies. Dr. Pao, the ‘mother' of the Ming Chuan family, has been gone from us for Three years. Although Dr. Pao is not physically with us, her spirit and selfless devotion of establishing Ming Chuan University are always in our minds.
     As this year draws to an end, we are going to hold a Concert in Commemoration of Ming Chuan University Founder Pao. We have invited Taipei Century Symphony Orchestra to give a performance; Ming Chuan faculty, staff members, alumni and students will also be singing some songs dedicated to Dr. Pao's memory.
     Join us as we reflect on all that Dr. Pao has meant to MCU with the sound of music.

1.  100年8月至12月的人事費憑證,請於12月20日核銷完畢;12月 20日後活動,若無法列入當月帳,則歸入下年度所得

2.  100學年度上學期行政費核銷請於101年1月15日前完成

3.  101年1月1日起,外籍大四生.研二生及海青班29期學生若有所得發生,因101年在台未滿183天,需事先扣稅,並於所得發生後5日內通知財務處

1. Personnel expenses generated from August to December 2011should be verified by December 20, 2011. If an event takes place after December20, 2011 and the expenses cannot be listed that month, it should beincluded on the next fiscal year record.

2. The 2011-12 firstsemester Administration Fees should be verified before January 15,2012.

3. Starting from January 1, 2012, if fourth-year foreignstudents, second-year master's students, and Overseas Chinese students ofthe 29th Class who have not stayed in Taiwan more than 183days in 2012 have earned any income, tax advance will be deductedfrom that income. Please inform the Controller's Division within fivedays after disbursing payment to these individuals.

Parking permits for cars and/or motorcycles for next academic year (2011-12) on Taoyuan campus will be accepted from June 1 to June 8, 2011 at 12:00 noon. Starting from 2011-12 AY, application for parking permits will be handled online.
 
1. Please log in with your employee ID # and password on MCU Homepage, click "Staff & Faculty System," then click on "Application for Taoyuan Parking Permits for Cars and Motorcycles" to proceed.
2. Please ask your department secretary or assistant to help you with the process, if needed.
3. The computer system will automatically draw lots at 12:30 pm on June 9.
4. A list of those who obtaining parking spots in TYN will be announced on the TYN General Affairs Section Bulletin Board and their web page at 12:30 pm on June 10.
5. These individuals are asked to please print out the fee statement and attach a copy of their driver's license and vehicle registration to it.
6. Submit the papers and the fee between July 4-28 to Bursar, TYN General Affairs Section.
7. Please park in your new parking space from August 1.

In correspondence with MCU internal control, three regulations- MCU Procedures for Requesting and Verification of Cash Advances, MCU Guidelines for Papers Examination, and MCU Procedures for Expenditures Verification - were proposed by the Controller Division and passed at the Administrative Council Meeting on February 14, 2011, effective on the date of approval. Herewith, attached are the bilingual regulations for your reference. Individuals who are responsible for verifying disbursements should comply with these regulations.
 
The MOE's letter on January 25 noted important regulations for university and faculty members to process disbursements verification and included a self-examination example of university faculty members executing projects to assist with verification of expenditures. The following scheduled busses are canceled on 1/26:
8:30 am, 12:10, and 16:50 from Taoyuan to Taipei campus; 
9:30 am and 13:10 from Taipei to Taoyuan campus;
12:10 and 16:50 from Taoyuan campus to Tayuan Train Station;
